Had an inner wash rail raising up from the gunnel, that was wet froze and cracked open. Took out the grinder opened up a 55" long 3/4" wide by 3" deep. Pulled out all fairing, putty and wet balsa core. I was able to keeep both side intact. What material should I fill the gap with?

You can recore it with ply wood , just make sure you soak it with resin or epoxy. Or you can you foam and soak it with epoxy.

Meton’s Hull & Deck puddy works great to fill that void. You can also use plywood, maybe ¼. I would coat the plywood with the hull & deck puddy and also put some in first. Next push the plywood in some puddy will ooze out the top, then just push it back in sand & fare. Stuff works great!

You will also need to glass the top of your project, don't just cover the putty with a surface agent and call it good, it will crack and separate again over time.
Once again 1st Team is spot on. I would step the sourrounding glass before lay cloth over the top. Good advice overlooked by many.
