Engine height issue ?

I have a 22 webbers cove with a 175 optimax . I had a really bad cavition problem when I got the boat. I switched from a 23 pitch 3 blade to a 24 four blade prop. Much better but still see some cavition. When running on plane the cavition plate is a couple of inches under water. The motor also has wedges to give it negative trim , these were put on by previous owner. I have spray when I'm running going straight up the transome. I would like to get the bow up alittle more to stop some of the keel steer. Any thoughts?

Or is there more keel ? (reason why is if the keel is infront of the outboard, turbulance to your prop is a factor.

If it were my boat i would ditch the wedges first. Then see where the cav plate is when running. If still to low (beneath the water line) raise it up a hole.
