Packing rudder shaft, need a clue

Never dealt with packing. Seem to have the right packing here and the special grease.

Reading up I am hearing everything from 2 layers of packing to filling the whole nut.. what do you guys do?

Then how should I initially tighten this?

Rudder post. 3 rings and lock it down hard. Your not going to generate any heat since theres not a lot of shaft rotation. I would tighten it down pretty tight and recheck it on day one. Not likely going to be a problem as long as the lock nut on the packing gland stays tight.

Carefully cut the rings at 90 degrees, with a razor blade. Stagger the joints and put grease between the layers.

each ring should be compressed as they are added. Not so critical in the rudder gland I suppose, but it's the right way to do it. Rudder gland I would just put as many rings as the gland can hold. Shaft gland I would keep at 3.

I will second checking and rechecking the lock nuts. Rudders tend to work themselves loose where prop shafts will stay tight forever. Once a month take a look and see what you see.

I got it on there good I think.

Funny seems to add about no friction no matter how tight, rudder almost turns easier, not that it wasn't free wheeling prior, but actually got smoother if anything with the packing installed where I expected it to kinda bog things down.
