I would likel to ncrease speed by changing engine and think 400-450 Hp Cumnmins C would be ideal engine. Where is best place to find one that is not electronic governor?

My buddy has a keel cooled 855 Cummins that I believe puts out the hp you're looking for - Old school mechanical found in tractor trailers everywhere... Great motor.
