Emergency radio call, Mar-pol and pollution placcards are available free of charge from the Coast Guard Auxiliary. When I do a "VE" Vessel Exam, I always have them with me and provide them if needed.

If you are doing a CG dockside exam, call & mention it to them prior.
They will give you them.
