running with the current

Does a boat gain speed when running with a fast current much like a boat loses speed when running against the current?

The vessel speed doesn't change, however the speed over ground does change. The vessel has its speed through the body of water that it is in. If the body of water is traveling in the same direction as the vessel then the speed over ground increases. If the body of water is traveling in the opposite direction then the speed over ground decreases.

So if at 3000 rpms the gps reads 18.5 running with current and 16.2 against, its safe to say at slack the boat should be some where in between?
