Hello, I'm not a commercial fisherman, but I love to learn.

I've read the "swordfishing books" by Linda Greenlaw.

Could you explain to me some particulars of "fishing" with a permit such as this one?

Hand line fishing only ?

Where would you fish for swordfish (the Flemish Cap? LOL) Where are the swordfish located, how long to get there and back with a boat described as above?

Downeaster,,,,?

Why is the hp limit a deal killer?? "Too slow of a boat"

Bill,the fed permit has a base line ...you can only increase length by 10% total and 20% total Horse power....so the guy who wants to buy the permit can only have a 158 hp motor with this permit

Handline, rod and reel, buoy gear, and harpoon. The sword fishery on the east coast of Florida is viable for small boats. Lots of guys fishing with buoy gear and doing pretty well.
These permits sold for peanuts years ago. When NMFS shut down the longliners on the southeast coast, guys bought many permits from the northeast.
There is still a few permits held by some tuna harpooners in the northeast.

Got it!!!

I have a buddy who fishes for swords out of Miami. (recreationally??).

The fishing grounds are quite a long trip compared to our trips in the Gulf of Maine.

About 18 miles if I recall !! LOL
